A government taskforce report said that a system of 'presumed consent' for organ donation, based on opting out of the donor register rather than opting in, was not the answer to the shortage of donors. However, the government said that it did not rule out a future change in the law.

The Human Fertilisation and Embryology Act 2008 was given Royal assent. The Act updated the regulation of assisted reproduction and embryo research, in the light of recent technological developments and changing societal perceptions. It covered regulation, embryonic sex selection, the welfare of the child, same-sex couples, and increasing the scope of embryo research activities.
